CAMDEN, S.C. — Grace Pierre Dowey, a 10-year-old girl from Haiti, is now living with her adoptive family in South Carolina after months of visa-related delays prolonged their separation.
Ted and Ashley Dowey began their adoption journey nearly nine years ago. Although Grace's adoption had already been approved, completing the immigration process became more complicated after new U.S. entry and visa restrictions affecting Haiti took effect in 2026.
International adoption cases could still be considered for National Interest Exceptions on a case-by-case basis, but families were required to complete additional steps before children could receive visas. The Doweys submitted the necessary paperwork and eventually secured Grace's visa during the summer.
While the family waited, Grace remained at a children's home in Port-au-Prince. The delay came as Haiti continued to face serious instability and security concerns, including widespread gang violence and kidnappings.
Lifeline Children's Services, the Christian adoption organization involved in the case, has advocated for a more streamlined process for international adoption cases, arguing that prolonged delays can increase costs and keep children separated from their adoptive families longer.
Grace arrived in the United States in August and is now adjusting to life with her family in South Carolina. Her mother said she has joined a soccer team, made friends and begun participating in activities at their church.
